Charles Enuma

Charles Enuma

IT and procurement specialist – Bayelsa State Government

With over 21 years of experience, Mr Charles Enuma is an IT and procurement specialist with the Bayelsa State Government in Nigeria. As a personal career objective, Mr Enuma works to ensure transparency and accountability in how the government operates to maintain efficiencies, especially in the procurement of goods and services. 

He holds a Master’s Degree in Computer Science from the University of Port-Harcourt. He is also a trained and certified IT and procurement expert in several African countries and the United Kingdom which have enabled him to head the e-Governance Project of the State. His mastery of  the Enterprise Network Infrastructure and Enterprise Resource Planning (ERP) package known as the State Integrated Financial Management System (SIFMIS) has ensured the digitisation of procurement processes in the state, including a Procure to Pay (P2P) system. These systems have also improved salary payment processes of civil servants and political appointees.

 Mr Enuma has also worked in several World Bank development projects, receiving several awards and commendations for his efforts.

Innocent Ayabotu

Divisional Police Officer – Cross River State

Mr Innocent Ayabotu is a highly decorated and celebrated Superintendent of the Nigerian Police Force, serving for over 26 years. Currently, he is the Divisional Police Officer (DPO) of the A Division in Calabar, Cross River State. 

Mr Ayabatu is well known in his community for his upright behavior and discipline in handling matters of security. According to fellow colleagues and members of his community where he serves as a DPO, he has been instrumental in curtailing social vices such as cultism and has refused bribes running into millions of naira. 

In addition to ensuring that there is order under his command, he has been consistent in offering counselling sessions for convicts  since 2015. He also has a YouTube channel where he sensitizes school students on the dangers of cultism and has published a book on the subject.

Mr Ayabotu’s transparency in the handling of cases has helped build trust in the Nigerian police force among members of his community.

Mohammed Babayola

Mohammed Babayola

Director-General of the Due Process Bureau – Gombe State

Mr Mohammed Babayola is the Director-General of the Due Process Bureau in Gombe State. He has spearheaded the digitization of the procurement process in Gombe. Prior to his appointment, the procurement process of the state was haphazard and left room for corrupt practices. However, due to the changes he was able to make through his digitisation reform project, he increased revenue remitted by his department from N1,400,000 to over N400,000,000 within the first 9 months of his engagement.

He is also a well-decorated and recognised public servant, having received awards such as the Distinguished Labour Service Medal (DLSM), the National Merit Award on Financial Management (NMAFM) and the Meritorious Diamond Award for Industrial Development by Corporate and Media Africa Communications. He has also been awarded a Letter of Commendation by H.E., the Governor of Gombe State, for boosting internal revenue generation in the state.

Assistant Chief State Counsel,Ministry of Justice – Gombe State

The legal system in Nigeria is plagued by corruption and malicious practices. So when someone decides to dedicate their life to combating sexual and gender-based violence in Northern Nigeria, where this often occurs, they are bound to face external force trying to compromise their work and character. 

Mwalin Abdu is an Assistant Chief State Counsel of the Ministry of Justice in Gombe State who has faced this challenge. But in her quest for justice, she has remained steadfast and uncompromising. 

For more than a decade she has been a legal practitioner in Nigeria working to ensure the clinical dispensation of justice to perpetrators of sexual and gender-based violence. 

As a result of the sensitivity of her work, she is often faced with bribes and threats of harm from family members of those indicted to security personnel and sometimes, even from her learned colleagues who are high up the legal ladder in Nigeria. 

She was given the “Radio Friendly Personality” award at Jewel FM, Radio Nigeria Gombe, for her incredible work combatting gender-based violence.  

Victoria Barnabas

Magistrate – Taraba State High Court

Being a magistrate in the Nigerian judicial system is often tagged as a dangerous profession. It can be challenging for judges who take the bench to stand firm for justice and remain steadfast in their oaths. However, Ms Victoria Barnabas has defied all the odds in this regard. 

As a Magistrate of the Taraba State High Court, Ms Barnabas sits in judgment of very high profile cases. Often, these cases are accompanied by the undue pressure of bribes and even death threats, but she firmly believes that justice cannot be bought or compromised. Over the years, she has been known to refuse bribes of any kind. Neither has she succumbed to any form of pressure while carrying out her duties and because of this, members of the community know that when cases come to her chambers, they will be dealt with fairly.

Her deep-set integrity has led her colleagues to describe her as honest in passing her judgments and sincere in her pronouncements. They add that one of her best qualities is her natural ability to empathize with others.
