Dr. Lok Bahadur Lopchan
Under Secretary, Language Commission, Kathmandu

Dr. Lok Bahadur Lopchan (48) was born and raised in Kavrepalanchok. It was a challenge for his parents to educate him and his siblings, but he managed to complete school and started to earn a living by working as a teacher and continued his education. Within 10 years he became district education officer in Panchthar. He has embodied values of integrity and ensured that no student was deprived of a quality education because of mismanagement or carelessness by teachers. Recently he was appointed as Chief of Mother-tongue Education Section. In this role, he was able to preserve and promote the Kusunda language which was on the verge of extinction as there was only one known person alive who spoke it. He personally went to search for the person and found that she was working as a daily wage earner in a brick kiln. He then helped improve her wellbeing by securing proper housing for her and increasing her monetary incentive. The language was then taught to others and to the people of the Kusunda community. Lopchan meanwhile also documented the language to preserve it. Lopchan believes that language is identity and that losing a language equates to losing one’s identity. He easily relates to people who choose not to speak their native language as at some point in his life, he was humiliated and insulted for speaking his mother tongue. So he encourages, advocates and campaigns for people to be allowed to learn and speak their mother tongue at school, believing that this should be done based on ethnic minorities. He has approached the Kathmandu Metropolitan City to prioritize teaching in the Tamang language and not in Newar language in places like Boudha where the majority of people are Tamang.

Manamaya Bhattarai Pangeni
Chief District Officer, District Administration Office, Nawalpur

Manamaya Pangeni (44) is currently working as a Chief District Officer in Nawalpur. She is highly inspired by her mother who was deprived of education. This led Manamaya to pursue her education and enter civil service. From a young age, she has raised her voice against the biased treatment of women in her community. When a man from her community threatened to marry Pangeni when she had intervened after he became violent with his wife after the failure of a contraceptive, she promised to fight against this kind of unfair treatment towards women. She has been a strong advocate for women’s rights throughout her career, previously working as an Assistant Health Worker and Department Chief at the Ministry of Women. While at the ministry, she was witness to how women in both rural and urban areas couldn’t access health services. Based on this experience, she lobbied to include hard to reach areas in municipalities under the President’s Women Upliftment Program, which is a national program run by the Ministry of Women that usually only targets rural women who are deprived of health services during childbirth. Due to her work, the program was extended to hard-to-reach areas in rural municipalities and many lives were saved as a result. As one of a few female CDOs in Nepal, Pangeni is making her impact felt through her work.

Chandrakant Chaudhary
Agriculture Officer, Makawanpurgadhi Rural Municipality, Makawanpur

Chandrakant Chaudhary (41) was born in Siraha and with the help of his extended family, studied Junior Agriculture Assistance (JTA). He started his career as a technical assistant on 4th level. Since then he has been working to improve the status of farmers. As an Agriculture Officer at Makwanpurgadhi Rural Municipality, he encouraged local farmers to practice farming as an established business rather than just a livelihood. He encouraged the farmers to farm in large plots and allocated budgets to train them. He was also well aware that even after increasing their production, many farmers would not get deserved prices. So he came up with the idea of agricultural marketing through a cooperative. With cooperation from the municipality, a cooperative was identified where farmers could sell their produce at a proper price and would not have to be worried about being underpaid. He has also implemented Farmers’ Credit Card in collaboration with Nepal-Bangladesh Bank which has provided credit cards to more than 50 farmers, through which they were issued loans of up to 2 hundred thousand rupees. This has been a much-needed financial boost for their farming operations. Chaudhary says many of these farmers have expressed their gratitude for his support and encouragement, sharing that they were able to earn more and improve their living standard from agriculture. Chaudhary considers this one of his most proud achievements and a mark of his integrity.

Dr. Sumitra Gautam
Medical Superintendent at Bhaktapur Hospital, Bhaktapur

Dr. Sumitra Gautam (49) is a senior consultant gynecologist who has been providing medical health care services for the past 14 years. She has been very committed to her work and believes she has been able to prove her worth through her career. She has been placed to work in very difficult places with marginalized communities. One example is the Sindhuli Hospital which she established as one of the most exemplary hospitals in Nepal. She improved the infrastructure, built up the capacity of the hospital, provided gynecological services, and set up surgery theatres. During her tenure, Sindhuli Hospital was widely known for its gynecology services and women from all around the region were treated for problems that many of them had been facing for decades. She was then transferred to Bhaktapur Hospital, a job she only accepted after the state minister offered it up as a new challenge for her. Bhaktapur Hospital is the second oldest hospital in Nepal and was in a terrible condition, becoming infamous as a hospital that only refers patients elsewhere and treated 30 to 40 patients a day. Gautam was able to transform the hospital’s performance within a couple of years. The hospital now provides quality services to 600+ patients everyday with its well established infrastructure, 36 ICU beds, and improved Outpatient Department services. Bhaktapur Hospital is now the leading hospital for local communities because of Gautam’s incredible contributions.

Shila Sharma
Nursing Officer at Bheri Hospital,
Banke

Shila Sharma (34) is a Nursing Officer at Bheri Hospital in Nepalgunj. Known as a very committed health worker, Sharma has been providing various types of medical and counselling services to violence survivors. From being available at the beck and call of patients to coordinating with the police, Sharma has always served the public with high levels of diligence. Based on her work, dedication and capability, Sharma was given the responsibility as the Covid-19 focal person at Bheri Hospital. Nepalgunj was one of Nepal’s hotspots during the pandemic that experienced a bed and oxygen shortage. In leading the medical team, Sharma trained the nurses on patient care during the pandemic, made use of spaces such as corridors to establish additional Covid-19 wards, and monitored oxygen leakages to avoid a scarcity. Sharma believes that nursing services are not just limited to providing care and nursing to patients. It is also about leadership and managing any crises on hand, which she proved with her performance.
