Titus is a Procurement Specialist, Freelancer, and Lecturer. He currently works as a Senior Compliance and Monitoring Officer at the Public Procurement and Concessions Commission (PPCC) in Monrovia, Liberia. He holds a Master’s degree (Cum Laude) in Public Procurement Management for Sustainable Development Program (MPPMSDP) from the International Training Center of the International Labor Organization-Turin School of Development, Italy.
He had contributed immensely to the public procurement reform of Liberia and the West African region. He is a founding member and a signatory of the Articles of Incorporation establishing the African Public Procurement Network (APPN). He has received numerous awards and recognition for his work in procurement and is a parttime Lecturer at the African Methodist Episcopal University (AMEU) Graduate School and the facilitator at the Liberia Institute for Public Administration (LIPA).
