Enriqueta Odette Ruíz has been a key figure in transforming governance in Quintana Roo, standing out for her commitment to citizen participation and transparency. For over seven years, she has collaborated closely with civil society organizations to co-create public policies and reforms that aim to enhance long-term planning. Her technical expertise and ability to collaborate with diverse stakeholders—including state government, municipalities, and civil society—were instrumental in the 2022 reform of Quintana Roo’s Planning Law, which embeds a 25-year strategic vision for the state’s sustainable development.
Odette led the creation of the budget transparency platform, providing open data on the state budget and facilitating citizen involvement in its improvement. Her efforts have ensured that government decisions align with people’s needs and prioritize inclusion of the most structurally excluded communities, such as Mayan communities.
One of her greatest contributions has been the implementation of participatory processes involving over 4,500 people in decision-making, restoring civil society’s trust in government. She has also successfully integrated the Sustainable Development Goals (SDGs) into Quintana Roo’s public policies, promoting transparency, accountability, and active citizen engagement.
Odette has demonstrated that open governance is essential for achieving lasting change. Her leadership has reshaped how government relates to citizens, fostering collaboration and ensuring their voices are heard in decision-making. Her ability to forge alliances and her tireless work toward a more transparent and inclusive future have made her a champion of a new governance model that places information access and participation at the core of development.

Miguel Ángel Galindo Sánchez is an honest and committed public servant in the field of public administration, with a distinguished career in the Evaluation Department of the Municipal Planning Institute in Puebla. Since 2005, he has been a key figure in the implementation and enhancement of the Performance Evaluation System, innovating methodologies and improving the efficiency in the use of public resources.

Irene is a public servant committed to defending human rights and building bridges between citizens and government. Her talent for bringing together diverse actors has enabled her to generate synergies that have a positive impact on multiple social sectors.
With a bachelor’s degree in Communication Sciences and a master’s degree in Social Projects, her experience spans the fields of social development, media, and municipal agencies focused on women, equality, and gender.
At the Secretariat of Citizen Participation of the State of Nuevo León, Irene has been a key player in strengthening institutional integrity. She is currently the Diagnostics Coordinator and leads the Ethics Committee and the Gender Equality Unit, where she promotes innovation and awareness in public service.
Her commitment to continuing education has led her to obtain certifications in gender equality, leadership, and professionalization of public service. In addition, she has fostered inter-institutional links and supported collaboration between civil society organizations and the government, also coordinating strategies for disseminating best practices in state media.

Víctor Manuel Gallardo Barraza has dedicated five decades to public service—fifteen years at the federal level and thirty-five at the state level—distinguishing himself through his consistency between thought, word, and deed. His reputation for integrity was cemented when he resigned from his first job rather than manipulate figures for others’ benefit. A trained accountant with a specialization in public ethics, Víctor has spent the past eight years continuously delivering state-wide courses, lectures, and workshops on ethical values, instilling integrity and promoting best practices in public resource management.
His leadership extends beyond the classroom: Víctor has organized diploma programs that bring together officials at all government levels, including magistrates, to strengthen accountability across the state. He has traveled to various regions of Mexico to disseminate ethical principles and values. At 75 years old, he remains academically active—regularly updating his knowledge to enrich his workshops—and has left a lasting legacy through his unwavering commitment to transparency and building public trust.

Dr. Itzé Coronel Salomón has built an outstanding career as an academic, journalist, and public servant, championing ethics, transparency, and gender inclusion in all her work. She founded the Sinaloa Network of Women Against Corruption and, within the Coordination for the Promotion of Scientific Research and Innovation (CONFIE), she has led multiple initiatives to promote gender equality, transparency, and accountability. As Director of Women in Science, she has increased the visibility and participation of women in STEM fields, developed programs to encourage young women to pursue scientific careers, and crafted inclusive public policies.
Her efforts in raising awareness about gender-based violence and corruption include organizing webinars and conferences that enable citizens to contribute to policy-making. In her journalism career, she tackled issues such as sexual harassment and gender-based violence, creating significant societal impact by promoting accountability among authorities.
Throughout her career, Dr. Coronel has demonstrated a deep commitment to social justice and peace, coordinating the first Diploma in Peacebuilding and actively participating in Culiacán’s Citizen Memory Commission. Her talent for forging partnerships across academia, civil society, and government has been instrumental in transforming how social and political challenges are addressed in Sinaloa. Among her recent achievements, she has organized congresses for Women Researchers, providing a platform to honor the scholarly work of Sinaloan women and inspire the next generation of female scientists.
