Practicing Integrity for Value-Shifting, Trend-Setting, and Promoting Innovation within Public Administration
Practicing Integrity for Value-Shifting, Trend-Setting, and Promoting Innovation within Public AIntegrity School is a peer-learning platform that brings together young and passionate government officials and supports them in building integrity and resilience in practicing integrity within the public service. The school builds a network of fun-loving, dynamic, and like-minded young government officials who are striving toward building integrity within the bureaucratic system through creative ideas, innovative tools, and shared real-time experiences with role models.
Eligibility Criteria
Integrity school is for those young government officials who believe in good governance and are passionate to build a system that values integrity, transparency, and accountability. We are looking for youth who not only complain about the irregularities but are willing to be the changemaker in bringing that change. The school aims to build future leaders who will continue the journey of institutionalizing integrity in their workspaces. Young government officials who have five or fewer years of experience in government service regardless of their position/ranks are encouraged to apply for the integrity school. After selection, the participant has to commit to participating in 4 days of schooling program and quarterly discussion (virtual or in-person) throughout a year.
School’s structure and timeline
Integrity School is a year-long program for young government officials. It encompasses four days of residential school, quarterly meetings, a series of webinars, and mentorship from experienced and recognized government officials. The school has a wide network of Integrity Icons Alumni, experienced civil servants, previous scholars, fellows, youth network, civil society representatives, journalists, etc, all of whom are experienced in building integrity in their own sectors. Thus, this helps the young government officials to expand their personal network, share about the initiative they have started or are willing to start, the challenges they have faced, and discuss creative ways in maintaining good governance, accountability, and integrity.

Meet the scholars for 2022
Asbina Dhakal
Simplicity and punctuality define Asbina Dhakal. A resident of Parbat, she moved to Kathmandu to work in the Kathmandu District Court, Babarmahal as a Section Officer. Having a service delivery mechanism with a direct connection to people is the reason she joined the Court. To get ample opportunity to learn about public service delivery mechanisms and interest with various government officials she grabbed the opportunity and joined Integrity School. If she wasn’t a government official, she would prefer to become a social worker.
Integrity for me is to work on assigned tasks honestly and follow moral principles.
When I’m not at work, I love to roam new places and read books.
Bikram Subedi
Bikram was brought up in a poor agricultural family. He highly believes in hard work and dedication toward his work. He works as a Personal Secretary (Hon. Minister’s) at the Ministry of Energy, Water Resources and Water Supply, Gandaki Province, Pokhara, Dam site. He considers public service the best means of social work. Seeking motivation by connecting with like-minded people, Bikram joined Integrity School.
Integrity for me is making new trends in your line of work honestly and with good intentions.

Buddhi Sagar Bhusal
Buddhi Sagar works at the Nepal Electricity Authority office in Ramechhap as an accountant. Learning through others’ experiences is a very important part of his life, which is why he joined the Integrity School. As his work is very important to him, even small achievements make him happy. If he was not in the government sector he would be involved in social work or working in the environment sector.
Integrity for me is self-discipline.
When I’m not at work, I’m reading books or playing sports.
Dwarika Ojha
Dwarika was motivated to join public service by her inner desire to serve people and contribute to the nation. She is currently employed as a Dittha at the High Court, Patan. She joined Integrity School to learn more about performing well in government service and to keep herself motivated about being loyal to her job so that she can provide better service to the people. Her interest in literature has enhanced her knowledge of human rights.
Integrity for me is the quality of being adherent to our principles with loyalty and honesty.
When I’m not at work, I’m reading books, cooking, listening to music, and so on.
Kamal Kanta Khanal
Kamal Kanta ensures that his values and dignity are reflected in his work. He is working at Siddharthanagar Municipality, Rupandehi as an officer. He joined Integrity School to reveal his personal integrity, develop a positive attitude within himself, and network with like-minded people throughout the nation. Besides public service, Kamal has always been interested in some social service which he has indulged in the past as well.
Integrity for me is to understand, accept, and choose to live in accordance with my own principles and ethics, which includes honesty, fairness, and decency.
When I’m not at work, I’m reading books, interacting with people, or watching TV.
Luna Khatiwada
Luna is a strong and determined woman who has always believed in her capacity to overcome any challenges. Currently, she is working at the Ilam Municipality Office as an Administrative Officer. In hopes of gaining support to bring changes in Nepal’s public service, she took the opportunity and joined the Integrity School network. She believes she has to take the initiative to stop delays in work, maintain good governance and use the latest technology to best serve the citizens. Other than that, she is also associated with an orphanage home to help make the lives of old people and children much easier and happier.
Integrity for me is to be honest, loyal, and moral to one’s work or responsibilities.

Manju Bhattarai
Manju, from a very young age, was motivated by her mother to join government service. As she always wanted to become independent she feels she has succeeded in doing so through her hard work. She is currently working as an Account Officer at Mangsebung Rural Municipality, Ilam. She likes to learn new things and implement them in her work. If she was not involved in the government sector she would be traveling to different places to explore herself.

Ngawa Sherpa
As a Non-Gazetted Fifth Level at the Umakunda Rural Municipality, Ramechhap, Ngawa is very passionate about preserving the culture of the area by forming a club in his community. He believes government service is a suitable place to bring positive transformations in society and serve the people by playing a leading role. He is here to create a culture of integrity in public service. He has always enjoyed spending time with children where he wanted to make a transformation in the education sector so he keeps himself updated on the education system of Nepal.

Nilkantha Dhakal
A person with very clear thoughts and vision, Nilkantha from the Kaski district is working at High Court Patan, Lalitpur as a section officer. He started his journey of serving the people at a very young age by helping the victims of landslides in Sarangkot. Having a learning attitude he joined the Integrity School. The feeling of village life has always been attached to him due to which he enjoys trekking and hiking in nature.
Integrity for me is the conduct, behavior, thoughts, and ideas of a person who guides society in a positive way by distinguishing between right and wrong. It is usually a social bond above the law.

Sangita Subedi
Sangita works as a section officer at the High Court, Tulsipuer. As the eldest daughter, she believes she has to be the example and pave the way for her younger siblings. She joined Integrity School to unite with like-minded people who aim to the upgrading and restructure public service in Nepal. She likes to keep herself updated with global environmental issues and women-related issues.

Sasmita Luitel
Sasmita Luitel works as a Ward Secretary and Local Registrar at Arjundhara Municipality, Jhapa. She believes that high-quality relationships and interactions with others at work can create a sense of relatedness and empathy, which is very much needed in public service. She joined Integrity School to share experiences, and discuss practical ways of building personal integrity and promoting innovation within public administration in Nepal. She is also part of the Rotary Club where she enjoys providing social services in her community.

Shadananda Rijal
Shadananda, a person with a charming and cheerful personality finds it easy to interact with his service seekers. As a Kharidar at the Survey Office in Rajapur, Bardiya, he is very passionate about serving his nation. Learning new and useful things by exchanging experiences and learning ways to implement them more creatively in public service is the reason he joined Integrity School.
Integrity for me is working under the law while taking practical aspects of the law into account.

Sky Pokhrel
Due to his helpful personality and funny side, people find Sky very approachable. He is currently employed as the Chief Administrative Officer at Sirijangha Rural Municipality, Taplejung, and is one of the youngest people in his office, despite his high position. He joined Integrity school to learn more about efficiency and effectiveness in public service. He also keeps himself active and healthy by engaging himself in various sports activities which has also made him interested in becoming a sportsman.
Integrity for me is lawful faith.
When I’m not at work, I keep myself updated on politics and sports.
Sujata Upreti
Sujata joining public service has made her passionate and persuasive which also has helped her to vocalize about the Right to Information. She wanted to become a doctor so that she could serve people but she realized that she can be directly involved in providing public services to citizens by joining public service. Currently, she works as a bench officer at Lalitpur District Court, Lalitpur. From Integrity School, she wants to enhance her knowledge, understanding, and leadership qualities and implement them in the government system.
Integrity for me is being honest in any work that we do.

Sumit Magar
Sumit characterizes himself as someone with a Mongolian face and a soft voice, but his honesty is the key to his personality. He is currently working at the District Administration Office, Panchthar as a Section Officer. If he was not in government service then he thinks he would probably have been a teacher as he is still very enthusiastic to read a lot and gather as much information as he can on literature. He is joined Integrity School to contribute to building a prosperous and happy Nepal through this network by collaborating with honest people.

Dipa Pangyani
A resident of Syangja, Dipa moved to Kathmandu to work in the Ministry of Land Management in Kalanki as a non-gazetted level two government official. Knowing that there are many challenges while working within Nepal’s government system, Dipa joined Integrity School to learn from her peer’s past experiences on how to overcome said challenges and to learn effective and innovative problem-solving methods.
Integrity for me is: Integrity is a practice that makes us work reliably, which in turn increases our confidence.

Phan Narayan Adhikari
As a non-gazetted level second at the Survey Department in Bhaktapur, Phan Narayan is very passionate about serving his nation. He puts pride in being a Nepali citizen and believes civil service is the only job for him. With a passion for knowledge, he believes that transformation is a must for our current government system and hopes to learn and share about the ethical, moral and discipline values in public service through Integrity School.
Integrity for me is: Integrity for me is having strong moral values and fulfilling your work responsibility honestly to ensure contentment in your service receivers.

Narbada Ghimire
A resident of Kathmandu, Narbada holds a dual masters’ degree in Economics and Public Policy. Initially having no clue about the nature of a governmental job, Narbada was influenced by her friends to join public service and presently, the importance of her work motivates her to continue working. Currently, she works as a section officer at the Ministry of Home Affairs, Singhadurbar. She holds the value that working honestly and bringing minor changes at a time is the way towards making a larger difference. From Integrity School, she wants to further explore the concept of Integrity and how it can be implemented in the government system.
Integrity for me is: ‘What goes around, comes around.’ Therefore, Integrity for me is acting out honestly and to the best of my abilities to ensure good karma.
When I’m not at work: I am spending time with my 2-year-old baby
Shrijana Panthi
Shrijana, from a young age, was motivated by her family to join the government service. A resident of Argakhachi and currently working as a non-gazetted level second officer at the District Court in Rupandehi, she has a bright young mind to learn new things and implement them in her work. Her highest priority, currently, is to improve the efficiency of service delivery in government offices and she hopes to learn the required knowledge, skills, and ability to carry out achieve her goals from Integrity School.
Integrity for me is: Integrity is a combined quality of responsibility, accountability, truthfulness, and self-awareness, which when adhered leads to a successful and happy life.
When I’m not at work: I am studying.
Alok Kumar Mahato
Alok is always looking for new ways or innovations in public service delivery. Working as a non-gazetted class level first at the High Court in Janakpur, he wants to serve and provide justice to the Nepalese citizens. Understanding the high need for accountability in the sector he works in, Alok joined Integrity School to learn from experienced veterans on effective service delivery and maintaining personal Integrity.
Integrity for me is: Integrity is carrying out one’s responsibilities fairly and with impartiality.
When I’m not at work: I am reading or traveling.
Prabina Bhandari
Prabina joined public service as soon as she finished her high school for the personal development and pride government services hold. Currently positioned as a non-gazetted level one at the Federal Parliament Secretariat Office in Singhadurbar, Prabina has the right learning attitude and the drive to become one of the change-makers in Nepal’s government system. Her driving force is to help mitigate corruption, hold people with authority accountable and ensure neutrality in policy formulations. She joined Integrity School to learn about personal integrity, develop a positive attitude and network with like-minded people.
Integrity for me is: Integrity is fulfilling one’s responsibilities and duties with morality, despite outside influences or threats.
When I’m not at work: I am swimming, hiking, playing badminton, or cooking and watching movies.
Anish Dhodari
Ashish believes himself to be of the ‘problem-solving’ attitude rather than a ‘problem-finding’ attitude. Being so keen on the public health sector, he works as a non-gazetted level five at the Department of Drug Administration in Nepalgunj. The sense of responsibility that he can become a channel for effective service delivery to the public by representing the government of Nepal motivated him to join a governmental job. At the Integrity School, he aspires to learn from veteran governmental officials about their experiences in promoting Integrity and have a positive discussion on improving working cultures in government offices.
Integrity for me is: Integrity is the moral compass that questions our actions, whether or not it is justifiable before we act.

Sujan Regmi
Sujan was motivated to join public service because of the self-satisfaction he receives when he is serving the citizens as a representative of Nepal’s government. He is currently employed as a non-gazetted level five officer at the Malangwa Hospital in Sarlahi. Very committed to making a change in the current government system of Nepal, Sujan joined Integrity School to receive mentorship from his seniors and build a strong network of honest government officials.
Integrity for me is: Integrity is doing the right and just things without others telling you to do so and staying true to yourself.

Saujan Katwal
Saujan works at the non-gazetted level(assistant level) in the Arjun Dhara Municipality office in Jhapa. The job security, satisfaction and the ability to help people motivated him to start working as a government official at a local level. Committed to changing citizens’ perception towards the government, Saujan expects to enhance his knowledge in public service and receive ideas on how to implement new initiations and ideas he has to improve the government system.
Integrity for me is: It is said that the soul (inner self) of a person does not lie. For me, Integrity is being true to one’s inner self.

Kashi Nath Poudyal
With the aim to improve citizen’s livelihood and make a long-lasting change in the government, Kashi Nath studied Masters’ in Sociology and joined the government service in Nepal. He currently works as a non-gazetted class 4 officer in Airawati Rural Municipality in Pyuthan. Believing citizen participation is very important for development at the local level, Kashi Nath aspired to learn inclusiveness, team-work and how to make public service accountable and transparent through Integrity School.
Integrity for me is: Integrity is the honest practice of one’s moral values and beliefs.

Madhu Sudan Ghimire
Being a man of agriculture, Madhu Sudhan works at the Food and Nutrition Enhancement Project in Sindhupalchowk as a section officer. Having a Master’s of Science degree in Agriculture, he hopes to improve the agricultural sector in Nepal through governmental services. With Integrity School, he wants to widen his understanding of the importance of integrity in enhancing the worth of civil service in nation-building. He also expects to be a part of accountable professionals to boost his morale for effective government service.

Bharat KC, with a Masters’ degree in Mathematics, joined Nepal Electricity Authority to provide faster service delivery to the citizens. He hopes to increase the public’s satisfaction through faster and more efficient service delivery through a result-oriented process. Sovita Khanal
With job security, satisfaction and the right environment to provide better education to students, Sovita joined a public school and teaches English at the lower-secondary level. Understanding the importance to spend time with her family, she believes her responsibility towards her work is equally important. Sovita joined Integrity School to gain practical knowledge of effective and modern approaches towards her service and their implementations.
Integrity for me is: Integrity is being disciplined to oneself, and acting out being bound by those disciplines.

RAJENDRA PRASAD PYAKUREL
Rajendra Phyakhurel joined public service in 2017. He completed his masters degree in English and worked as a teacher in different private schools for 13 years. From Integrity School, he expects to learn new knowledge, skills, and build network. As a section officer, he aims to enhance his knowledge, and provide effective and hassle-free service to his service seekers rather than expecting to climb the hierarchy.

RAMJI POUDEL
A resident of Dhankuta district, Ramji Poudel is a forester at District Forest Office in Siraha district. He completed his bachelors degree from Dhankuta Bahumukhi Campus and masters from Koshi Campus in Biratnagar district.He has also received trainings in Computer, GPS and Forestry. He joined Integrity School to learn about integrity, moral excellence, and to learn from integrity idols.
Integrity for me is: reflected in one’s own behavioral and moral values.
MADHUKARMANI ACHARYA
Rami Poudel was very interested in serving the sick and suffering since childhood which led him to join and earn masters degree in health. Later, he joined the government service in 2014 and since then has been striving to improve the health and survival percentage of the citizens, and fight the challenges seen in public service delivery. He is excited for Integrity School because he believes that he can share as well as learn ideas, promote personal integrity and contribute towards building positive perception towards the government.
LAXIT DHITAL
After completing his undergraduate degree in Finance from Hetauda School of Management, Laxit Dhital started his job as an accountant at the end of 2015. Following the recent federalization, he was transferred to veterinary hospital in Makwanpur. As a public servant, he aims to practice and promote integrity at workplace and thus challenge the negative perception of the public towards their government. Through Integrity School, he expects to become a part of cohort of young officials like him, learn from each other and contribute to a collective effort for building integrity. Besides his official work, he loves teaching because it allows him to make a lot of friends, and share knowledge and positive things to a mass.

KRISHNA NANDAN RAY
He is currently working as non gazetted first class officer of Dhobini Rural Municipality of Parsa District where he is responsible for planning and social development department. He has completed BSC in Science, and is currently pursuing Masters in Political Science and Bachelors in Law. He aims to serve the public by being an honest government official, and as a scholar of Integrity School, he hopes to learn from his peers and be a part of a community advocating for integrity in public service.

KASHI CHAUDHARY
Kashi Chaudhary completed his Master’s Degree in Environmental Science from the Central Departmental of Environmental Science, Tribhuvan University with specialization in Water Resources Development & Planning. He has a working experience in diverse sectors from being a coordinator of Road Traffic Management Practices and Environmental Sustainability in Kathmandu to conducting a research on promotion of Eco-friendly IPM for the Sustainable Agriculture in Nepal. He is currently in civil service working as an assistant accountant. He believes that Integrity School is a platform for him to learn about practices related to integrity and also learn and grow with other young government officers like him.
Integrity for me is: an action that come out of clean heart without moral boundaries.

DIPENDRA PANDEY
With an intention to do something different and serve the public, Dipendra Pandey joined the civil service back in 2064 BS after 2 years of teaching job at Xaviers International College in Kathmandu. He believes that integrity is important in the public sector to make the daily lives of the public easier. Through Integrity School, he hopes to learn from the peers and get the motivation to work with integrity for the welfare of the public.

DEBENDRA SUBEDI
After completing his education in B.S.C in Chemistry from Tri Chandra Campus, he worked as a teacher for 4 years teaching college students. However, he always had an interest in joining civil service and serve the public. Currently, he is a non gazetted class two officer at Arjundhara Municipality of Jhapa District. He hopes to learn about best practices related to integrity, be a part of a like-minded community and to get motivation to work with integrity.
