Let\u2019s face it,\u00a0Nepal\u2019s civil service\u00a0<\/a>is not held in very high regard by Nepalis themselves. But in the past seven years after the affirmative action policies of the new Constitution, there\u00a0are signs\u00a0that the bureaucracy is more\u00a0inclusive<\/a>\u00a0and efficient.<\/p>\n

Take Manmaya Bhattarai Pangeni, who entered Nepal\u2019s civil service as a junior branch officer in 2006. She rose up the ranks, serving as Chief District Officer (CDO) of Nawalparasi and is now secretary at the Gandaki Province Chief Minister\u2019s office.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n

As CDO, Pangeni was committed to curbing\u00a0illegal sand extraction<\/a>\u00a0and quarrying that\u00a0worsened floods<\/a>\u00a0in the district. Serious crime, including violence against women, went down during her tenure. She completed stalled infrastructure projects.<\/p>\n

\u201cMy experience has taught me that no matter what professional capacity we might work under, it is possible to change our society for the better if us civil servants are seriously committed to transformation,\u201d says Pangeni, who was one of five civil servants\u00a0 to be honoured at the \u2018Integrity Icon Nepal 2021\u2019 last year.<\/p>\n<\/div>\n
